The CFDs have been an essential tool to help the School District build the necessary school facilities for our growing community. Without these Special Taxes, the School District would have been unable to fund the construction and/or expansion of many of the schools within our community. The Mello Roos Community Facilities Act of 1982 was created to provide an alternate method of financing needed improvements, services and school facilities. The Act allows any county, city , special district or joint powers authority to establish a CFD for the purpose of financing public improvements, services and/or school facilities without encumbering other funds (i.e. the General Fund). The Act authorizes the use of the Special Taxes to administer the collection of such Special Taxes and the oversight of Special Tax Bonds of the CFD. PUSD formed many CFDs to mitigate the impact of new residential development on schools within the community.
