Selection Process History:

Adoption of Policy and Regulations - Legal Authority
This Poway Unified School District Proposition U Citizens' Oversight Committee Policy is adopted and established by the Board of Education of the District pursuant to the provisions and requirements of Article 2 of Chapter 1.5 of Part 5 of Division 1 of Title I of the California Education Code 15264 et seq., pursuant to Education Code Section 35160, and pursuant to the provisions of the general obligation bond measure submitted to the voters within the School Facilities Improvement District (SFID) on November 5, 2002. This policy shall apply to the District and to SFID No. 2002-1 of the Poway Unified School District.

Establishment of Oversight Committee
The Board shall establish the Proposition U Citizens’ Oversight Committee and initially appoint a minimum of seven (7) members to the Oversight Committee, not more than sixty (60) days after the Board's certification of the election results in accordance with the purpose, parameters, policies and regulations set forth in California Law and herein. The Board, in its discretion, may increase the number of members of the Oversight Committee at any time, provided that the Oversight Committee shall always have an odd number of members. In addition to the State requirements, the Poway Unified School District Board of Education has also made a commitment to ensure that a majority of the members of this committee have knowledge and experience in the fields of construction, architecture design, public financing, contract law, and/or building program management.

The Superintendent is directed to develop procedures to implement this policy. The procedures shall be presented to the Board for approval.

Dear Community Member:
Thank you for your interest in serving on the Citizens’ Oversight Committee for the Poway Unified School District. The Board of Education and the District are pleased to  receive   inquiries from community members who are interested in serving on this “Blue Ribbon” committee. As you know, we are hoping to select a minimum of seven, highly qualified community members who fill the categories required by the State Education Code and meet the criteria established by the Board of Education to have a majority of committee members with strong knowledge and background in the fields of construction, architecture design, public financing, contract law, and/or building program management.

Timeline of Process

Listed below is a proposed outline for the process of advertising, screening, and appointing community members to the Proposition C Citizens’ Oversight Committee.

Dates:

4/28/08 Board Approval of Citizens’ Oversight Committee Application and selection process.
Week of 4/28/08 District press release to local media regarding the application and selection process.
4/29 - 5/8/08 Request for applications to Superintendent’s Office and applications mailed to interested individuals.
5/8/08 Deadline for submission of application. All applications must be received in the Superintendent’s Office by 4:30 p.m.
5/14/08 Review committee consisting of 2 Board of Education members, Superintendent, Deputy Superintendent, and Executive Director of Facilities, will review all applications and determine which will be forwarded to the Board for final interviews.
Mailing on 5/15/08 All applicants will be notified as to whether or not their names will be forwarded to the Board for final interviews.
5/22/08       6:00 pm Special public meeting of the Board of Education to conduct final interviews and make appointments to the Citizens’ Oversight Committee.
