ELPAC Assessments

Initial ELPAC

The state-required Initial ELPAC identifies students as English Learners when their primary language is not English. This assessment evaluates their English skills upon entering a California school for the first time. Mandated by both state and federal law, it is administered to students from Kindergarten through 12th grade.

 

Summative ELPAC

The Summative ELPAC is an annual assessment that measures an English Learner’s progress in English and determines their proficiency level. Results help schools decide if a student is ready for reclassification as Fluent English Proficient and are also used for accountability tracking.

 

Alternate ELPAC

Developed by the California Department of Education for students with significant disabilities, the Alternate ELPAC includes two main assessments:

 

  • Initial Alternate ELPAC: This assessment determines if a student is initially classified as an English learner (EL) or fluent English proficient (IFEP) when they first enter school.
  • Summative Alternate ELPAC: The assessment measures how much progress a student has made in English over the year and helps determine if the student is ready to be reclassified as fluent English proficient (RFEP).
